Surprise your room is already occupied. Now u don't get what u paid for due to full occupancy

I booked my reservation months in advance. When i checked in. I was gven a room key to an already occupied room. It qas 1am and i scared the occupants. As the hotel was fully booked, we had to make due with a lesser category room and sleep on cots. The complimentary breakfast was scarce if food and did nit gave enough seating as the hotel was fully booked.
